Executive Summary

E-Government is the next-generation of government models that is being supported and adopted by developed and developing countries worldwide. It entails the use of information and communication technologies to support such government operations as information delivery and service transactions. In the Philippines, the web presence (e.g. website) of all local government units has been initiated by the National Computer Center as one of the first step to the adoption of e-Government. However, the rate of website utilization for e-Government purposes has dropped among municipalities. This study looks at the rate of website utilization from the time of establishment up to the present. Using the Diffusion of Innovation theory, it analyzes the attitudes and behaviors of municipal leaders and staff when it comes to e-Government, and provides a recommendation on how to increase adoption and utilization.
