Executive Summary
The
Technological University of the Philippines system like most government funded
tertiary educational institutions in the country seeks to improve its R & D
for it to rise above the technological and economic challenges of its
operations. One area identified in the University's AACUP accreditation notes
is the need to establish a functional Technology Transfer Office. This study
thus has sought to determine the viability of a TTO in TUP Taguig campus to
serve not only the R& D needs of the academic community but also provide a
feasible income generation for the University later on. Surveys of the TUPT
awareness of R & D operations in terms of technology transfer, benchmarking
of the best foreign and local TTO, interviews with the TUP system officials and
text analyses of existing policies with regards to IP protection have been done
to determine the viability of establishing TUPT's TTO. The study revealed that
the TUPT community in general is unaware of the University's IP protection and
R & D services. The University of California and the University of the
Philippines in Diliman provided good benchmarks and Young's guidelines were the
model strategy in TUPT's TTO establishment work plan. The results have
established that putting up the TUPT TTO is viable although a lot of work and
steadfast will by the University's administration and staff is essential in
order to accomplish this goal.
