Abstract

Research and Development Institutes (RDIs) of the Department of Science and Technology (DOST) have played a pivotal role in national R&D in the Philippines together with the Academia and other entities engaged into R&D that are funded by the Government of the Philippines (GOP). A prerequisite for achieving desired goals of RDIs with the limited R&D budget is to be able to effectively measure and compare R&D performance of RDIs. This paper proposes the bottom-up approach wherein the performance of an RDI is measured based on the efficiency of its R&D projects.

Data envelopment analysis (DEA) was employed to measure R&D efficiency of DOST RDIs, and nonparametric statistical tests are run to measure and compare R&D performance of RDIs. Wherein, each RDI were considered the decision-making units (DMUs).

The proponent applied the DEA approach to the performance measurements of DOST RDIs conducting their respective mandates. The results approach can be used as reference in the formulation and implementation of national R&D policy.
