Abstract
The paper aims to provide a comprehensive assessment of the alignment and responsiveness of the priority PAPs in STI implemented by the DOST under the 2017-2022 Formulated PIP to the strategies and outcomes established in the 2017-2022 PDP, and identify the gaps in priority PAPs in STI implemented by the DOST under the 2017-2022 Formulated PIP vis-a-vis the target outcomes established in the 2017-2022 PDP.
The study assessed the six priority PAPs in STI implemented by the DOST under the 2017-2022 Formulated PIP based on National Government Agencies submission as of June 2017 and validation by the NEDA as of March 2018.
To assess the priority PAPs in STI implemented by the DOST under the 2017-2022 Formulated PIP, the author adopted the Environment Canada (EC)'s Performance Measurement Framework for Research and Development (R&D). The framework uses four principles, namely, Alignment, Linkages, Excellence, and Enabling Environment to measure how R&D activities contributes to achieving departmental strategic outcomes.
The result of the assessment showed that on the average a DOST priority PAP in STI responds three of the four subsector outcomes in 2017-2022 PDP Chapter 14, and eight of the thirteen targets of the 2017-2022 PDP Chapter 14. The study also revealed that none of the DOST priority STI PAP is responsive to the 2017-2022 PDP Chapter 14 Plan Target "Percent of Technology Business Incubations locators that graduated". To address this gap the author recommended for DOST to collaborate with HEIs and universities in transforming the R&D projects of students and researchers to market ready innovations through the institutionalization of a country-wide Technology Business Incubation program.
It was also recognized that the overall strategy of the DOST in formulating PAPs in the PIP is aligned with the Beijing-Seoul-Tokyo Consensus (Lee & Matthews, 2008). It is recommended that the DOST develop a program road map that shall supply the needed PAPs in every step in the process of capability building proposed by the BeST Consensus.
