Scenario Planning of Microgrid Technology Solutions and Optimization : Case Study of Simara Island / Paul Heherson M. Balite, J.D.

Abstract

Eleven years after the enactment of the Philippine Renewable Energy Law, the country has yet to see large scale transition to renewable energy assets in islands dependent on diesel-run power generators. The Romblon Electric Cooperative (ROMELCO), one of 121 non-stock non profit electric cooperative utilities in the archipelago, which serves several islands in its franchise area is taking a leadership role in developing microgrid technology solutions to address load growth. Using scenario planning, this research project intends to present a case study of Simara Island, one of the islands in ROMELCO's franchise area, and to submit an analysis on optimal microgrid technology solutions using load data, climate data, equipment data, and variables for utility economics. The results of the optimization follows with a discussion on the implications and limitations of a context of crafting a meaningful strategy and way forward for ROMELCO and its management.
