Abstract

This study presents a five-year strategic management plan proposed for the DOST-PCAARRD Innovation and Technology Center (DPITC), the newest technology transfer and commercialization platform of the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) under the Department of Science and Technology (DOST).

The strategic management plan will set the direction for the effective and efficient management of resources and activities necessary to run the facility. It will also serve as the Council's game plan for delivering quality technology transfer and commercialization-related services to its stakeholders based on relevant government laws and regulations such as the Republic Act 10055 or the Technology Transfer Act of 2009. The project also intends to minimize the risks of achieving operational failures and ensures that the government investment for the establishment of the facility are taken full advantage of.

This report establishes the long-term direction of the DPITC by setting the mission and vision for the future of the facility. The vision for the DPITC is focused on becoming a world-class knowledge and technology service provider, while its mission is to drive the local AANR sector towards technological advancement and global competitiveness through a sustained leadership in technology transfer and innovation.

The study also paid attention to environmental scanning activities to enable the researcher to set the priorities and plans for dealing with future challenges. Within the first five years of its operation, the DPITC will focus its operations on the following strategic thrusts :

- Service excellence
- Outstanding management and commercialization of IPs
- People effectiveness
- Strategic partnerships
- Effective generation of success

The study also reports a brief discussion on how the strategic plan will be implemented and communicated across the organization, as well as the monitoring and evaluation activities that go with it to ensure that the plan is up-to-date with the requirements of the constantly changing environment.
