Executive Summary
This is a
qualitative study that explored the use of online systems for homeschooling
children with exceptionalities or children with special needs. It aimed to
formulate different scenarios for online homeschooling of children with special
needs. The research was conducted through interviews with experts on the
subject matter and was supported by data collected from desktop research. The
data was then organized and processed using the method of scenario planning.
The study identified the different macro-environmental factors in the
scientific, technological, economic, political, and social aspects. The key
predictable variables as well as the critical uncertainties were then
identified. Using impact and uncertainty scores the variables were grouped
together to determine the key drivers in the different scenarios that would be
formulated. Three major scenarios, involving a combination of continuous
technology department, a merger of homeschooling and special education, and the
relationship of technology and society, was formulated to gain an insight in
the possible futures of the focal issue. From the three scenarios a plausible
scenario was selected which involved the most beneficial condition within which
the development of online homeschooling for children with exceptionalities can
flourish. The coherence of the resulting scenario was then assessed and
analyzed to determine its implications to developing strategic plans for this
type of ventures.
