Executive Summary
The University of the Philippines Health Service (UPHS) is a health facility that provides primary health care. Primary health care includes emergency primary care and the treatment and control of prevalent diseases in the locality. The UPHS has a manpower resource of 116 personnel. There are 11 regular medical staff and 24 medical consultants that serve the UP community. The UPHS have clinical services in various specialties such as : Allergology, Dermatology, Ear-Nose-Throat, Family Medicine, Gastroenterology, Nephrology, Neurology, Obstetrics-Gynecology, Ophthalmology, Orthopedics, Anatomic and Clinical Pathology, Pediatrics, Psychiatry, Surgery, Urology, Radiology, Pharmacy and Dietary services. Dental services and ambulance transport service are also available. This study aims to assess the technology capability of the UPHS and to come up with a strategy for service value creation. The UPHS workforce, its equipment and major processes were evaluated to determine their effect to technology capability. Technology capability is the capacity of the UPHS to utilize technology in carrying out its mandate of providing health care to its clients. The general findings of this study show that the UPHS has a capable workforce to provide primary medical care in complemet with its current bed occupancy. It has equipment and facilities to support its mandate and a viable system to perform its core function. Value added services are add-ons to basic services. This is the x-factor that stakeholders look for in exchange for their support and continued patronization. The strategy to service value creation is to know where the organization stands, institute reforms them embark on a continuous quality improvement program.
