Executive Summary
The National Statistics Office (NSO) forged a Build Operate and Transfer agreement with Unisys Philippines, a private solutions provider, for its Civil Registry System-Information Technology Project (CRS-ITP) in 2000. This 12-year multi-phase computerization project aims to establish the agency's nationwide service capability by developing application and support systems and building a wide area network infrastructure for communication and data transmission. Also, its goal is to streamline the agency's business processes in its 80 NSO offices nationwide. Proponents of the CRS-ITP believe that the undertaking will enhance delivery of service to the public manage, organize, maintain complete and accurate database of civil registry documents and information minimize falsification improve the NSO computing capability and contribute to better life of the NSO employees. With 12 years of close partnership to complete and operate the project, NSO can very well take advantage of the presence of the multinational company that offers state of the art technologies. The Information Resource Department (IRD), in charge of providing information technology support and services to the agency, must be able to assimilate the technology in order to carry out minor to major changes to the application without further assistance from external service providers. Further, NSO has the privilege to build its own technology capability for effective management future technology projects. This project paper aims to state the problem, indicate the significance, describe the methodology, and outline the project tasks involved in carrying out the Technology Capability Assessment of the IRD for the CRS-ITP. The assessment project has determined the extent to which the NSO-IRD has built on the technology capability to adopt, maintain and manage the CRS-ITP. The result of this assessment project will help IRD in evaluating its own technology capabilities while identifying areas that need improvement in order to achieve the necessary technology capability to maintain and manage the technology. The assessment project will be beneficial to NSO as well. If the recommendations were implemented, the assessment project will contribute to the agency's primary goal of providing quality service to the Filipino people. Hence, this will improve the lives of the Filipino people. The assessment project applied the Firm-Level Technology Capability (FTC) Assessment as conceptual framework. The framework utilizes the Matrix of Technological Capabilities as described as Salomon, Jean-Jacques, et al. This tool illustrates the major technical functions involved in assessing FTC such as Investment Capability, Production Capability, and Linkage Capability. The data gathered from the research will be categorized into each of these functions. The data under each category is then measured and analyzed against the Matrix of Technology Capabilities. Based on the analysis, the technology capability assessment was conducted and appropriate recommendations were formulated. The final output of the assessment project is a report that features the degree of mastery of the IRD in Investment capabilities degree of mastery of the IRD in Production capabilities degree of mastery of the IRD in Linkage capabilities and specific courses of action that may be conducted in order to achieve advanced mastery of each area of capability.
