Executive Summary
The Technological University of the Philippines- Taguig Campus has been one of the principal colleges when it comes to technology education. The campus stands on its vision of becoming the center of excellence not just in technology but also in engineering education. However, because of being a State College, the campus is having a hard time coping up with the changes in technologies. The trend now in most universities is to provide a fast and effective IT environment to students. These will improve the learning capabilities of the students as well as improving all the support services for all the employees. TUPT does not have an established University IT Center. This study aims to provide information on how to enhance the technological competencies of the campus in order to deal with the fast changing technologies. What are the benefits that the campus will get from this research? If there's one big transformation to the global education system, that is the use of the internet connection to access more information. Different universities in the country are now using this technology to enhance their services not just for the students but also to the community. In able to catch up with this trend in educational system, TUPT should adopt the technologies being used by leading universities such as De La Salle University. Technology adoption is a process involving the selection and implementation of a certain technology from the "leader" to the "follower". For the guidance of the study, the framework of Operation Management System was used with the integration of Forecasting by Analogy (FBA) and modified Delphi-Method as major key inputs. The FBA exercise studied the structure of DLSU's technological system in different dimensions such as manpower, organization, environment, economics, educational facilities, student services and technology. The output of the DLSU's FBA was compared to TUPT's dimensions in accordance to the campus' strengths and weaknesses, determined by SWOT analysis. Following the FBA exercise was the modified Delphi Method. In more cases, the Delphi method is used to foresight scenarios in the future. But in this research, the method was modified to plan for the future developments in the campus. The forecast exercise was done by the panellists. The panellists are from the Committee on Information and Communication Technology of the campus. They created nineteen (19) different future developments concentrating on improving the learning and IT system including the upgrading of the technological facilities of the campus. These developments range from 1 to 15 years from now. The experts will determine the specific time periods and later be agreed after a series of question and answer. The experts are chosen based on their knowledge and familiarity to the campus. Most of the experts are working in the campus for more than 5 up to 10 years. After the verification of the time periods and coming up with a consensus, the developments will be seen and the preliminary report was already written.

The results of the two exercises were analyzed in able to form different strategies that will be recommended for TUPT. The operation management framework shows what areas or dimensions of the campus should be the one to be transformed in order to come up with the desired output. The inputs are the manpower, ICT environment, and IT services. To enhance the manpower capabilities, continuous training and seminars for faculty and staff who will take part on the ICT improvements should be implemented. The campus should pursue the adoption of new technologies to catch-up with other leading universities. And the development of different ICT systems to support all the campus services should follow. The panel finalize the report by writing several strategic plan that the campus may perform in the coming years to help improve its IT system. These strategies are geared toward the achievement of the future improvement. It focuses mainly on the enhancement of the manpower capabilities, improvement of the campus' technological improvement and improvement to the IT support services of the campus. The study gives importance to the enrichment of the knowledge and abilities of the manpower. This is a primary requirement to achieve advancement in technologies. The study does not promise that the campus will attain the best when it comes to technology education but assure to make some development and innovation that will lead the TUP being the first choice in technology and engineering education in the country.
