Abstract
This study presents the framework of the electronic bidding (e-bidding) facility which aims to shift the current manual bidding to electronic bidding process. The shift to electronic bidding is expected to enhance the principles of transparency, competition and efficiency in government procurement, which at this time, is beset by issues of delay and corruption that affected public service delivery of the government.
This scenario building exercise defines the key factors, consisting of predictable variables and critical uncertainties affecting the implementation of the e-bidding facility, based on literature review and utilizing the opinions of experts on the field of government procurement and officials tasked to implement e-bidding.
The developed scenarios describe the future and direction of e-bidding and identify its threats and weaknesses alongside the social and economic benefits of its implementation.
The study also utilized technological implementation perspectives in order to come up with feasible strategies for implementation based on the developed scenarios.
At the end of the study, the scenarios show that the success of implementation of e-bidding technology is a confluence of the readiness of the Information and Communication Technology (ICT) landscape, the design of e-bidding facility and the stability of legal framework supporting e-bidding. These variables point out to the government as the key factor of this innovation. In view of these findings, the study concludes that the implementation of e-bidding will take the same course as that of other existing government ICT projects absent a stronger government commitment towards innovation.
