Abstract

The Technology Management Center (TMC) of the University of the Philippines (UP) in Diliman was formally established through a resolution approved by the UP Board of Regents on February 23, 1995. The TMC is mandated to serve two fundamental purposes : to respond to the recognized need of firms and industries for technology upgrading, productivity improvement, and enhanced global competitiveness and to respond to the established requirements of the Philippine government for expert advice and assistance on science and technology policy analysis and formulation; technology forecasting, planning and assessment; R&D management; and program and project management (TMC About Page, 2019). But the center can do only this if the organization is technologically advanced to begin with. Thus, there is a need for a new technology strategy or a technology plan.

A 3-step methodology will be used to obtain data. First, a qualitative open-ended survey will be distributed to assess the reaction of TMC's students, alumni and faculty members to its current status. It will also help them express their needs and attitudes. Next, a content analysis of the competition websites will be conducted. This is for the analysis of competitors. And third, an interview with an expert will be conducted. This is for suggestions on how TMC can improve its website.

In the literature, three technology management tools were mentioned. There's the SWOT analysis, Porter's Four Corners Analysis and the PESTLE Analysis. SWOT Analysis was chosen as the technology management tool for it can assess both the internal and external factors. The results from the SWOT analysis will be used for the creation of a digital asset implementation plan for TMC. This will include the action steps, schedule and budget for the creation of new digital assets for TMC.
