Scenario building for the water utilities industry in the East Zone of Metro Manila / Camille J. Eusebio

Abstract

There are only two water concessionaries that services the water distribution system in Metro Manila. Both concessionaries are being regulated by the MWSS to ensure service delivery. Since 98% of the water supply comes from a single source, part of the maintenance works is being managed by the concessionaire. The Concession Agreement made between MWSS and the concessionaires serves as the rule book to ensure business continuity and service delivery.

The water utilises industry continues to evolve while ensuring that nothing is violated within the Concession Agreement. It focuses on two main products-water and used water services. Water, being its primary product, remains also a natural resource that needs to be taken care of. It undergoes several filteration systems to ensure that the end product is safe and fit for human consumption. Being recipients of the used water, our rivers also need help and used water services have been incorporated in the business model to address the need to take care of the rivers. With this, the government has also enacted laws that could enable the water utilities industry do its part in ensuring sustainable solutions vital to health and life through its water and used water services.

This project discusses how water is being distributed from the source to its end users. The goal of this project is to be a credible reference material on how the water distribution process is being acted upon by the concessionaires in Metro Manila and how the pipelaying process is being implemented to service customers from unserved areas within the East Zone.

Three scenarios were created under the scenario building process. Through the interviews conducted with the industry practitioners, recommendations are also given based on the created scenarios. These include the following : a) 100% Coverage and Water Availability : Pipelaying for unserved areas in the East Zone. b) The Big One : Natural calamities in real time and how to mitigate. c) Sudden change in the direction of policies in the current government/administration.

By the end of the concession, the water utilities industry is expected to ensure that the entire service coverage area of Metro Manila will be served to through the pipelaying technology. MWSS must be prepared once the concession will come to its end to ensure sustainability of the service and to maximize the potential of the business.
