Digitizing UP Diliman : a technology assessment and foresight by 2021 / Leslee May S. Tandoc

Abstract

The Philippines is one of the countries that is lagging behind in terms of technology despite the popularity of mobile phones and social media in the country. UP Diliman is the country's premier national university that is a microcosm of the country, representing the informal/unbanked sector, the student body, and the employed workforce. With its limited budget for spending, most of the processes are still highly manual and the campus facilities are outdated. The university already took a stab at digitization but was not able to complete this end to end and to cover all other processes within the community. The community members are willing to adopt the technological developments happening in the market to suit the changing consumer behavior. With the factors identified in this study through the use of technology foresight and scenario building, possible future scenarios of a digital UP Diliman were developed. A digital solution package is recommended in the study to aid in the digitization of UP Diliman which can happen in a three year period. The same solution would also be the channel to bring financial inclusion to the unbanked segment of the community, mostly coming from the informal sector. Suggestions to ensure market adoption across the different segments of the community were also provided in the study.
