The Future of Technology Assimilation of the Magnetohydrodynamic Generator for Earthquakes Prevention in the Philippines through Technology Assessment and Scenario Building / Vladimir Petrov

Abstract

In the technically active zones of the Earth, especially in the Philippines, the problem of disaster earthquakes is very important. It has the significant impact on the economy of such countries because of damages to the country infrastructures these earthquakes produce as well as of people loss. The restoration of damaged infrastructures costs significant amount of money to the government and private business structures, the people loss cannot be compensated by the money at all but it also impacts the country economy dramatically because of decrease of tax incomes from lost peoples and moreover and importantly because of the reduction of labor force powers which are required to restore the previous economy state and develop it further.

Therefore, and moreover the prediction of disaster earthquakes becomes to be very important, because and obviously it could help to take the preventive actions which could help to decrease the impact of damages and people loss. Nevertheless, apparently, the preventive actions cost the money as well. Thus, it could be better not to predict but instead to reduce or completely remove the probably impact of earthquakes which would save all these stated above costs.

The current state of the modern seismic science, unfortunately, has no ability to predict the earthquakes, therefore, the possibility of prevention of earthquakes is the very serious subject which must be taken in consideration with all responsibility. In point of fact it is possible to prevent the earthquakes. Instead of prediction and spending the significant amounts of money to perform the preventive actions, it is possible to avoid all these costs by just the averting of disaster earthquakes.

There is the existing technology, which was developed in the Union of Soviet Socialist Republics in 80s and after that in 90s in the Russian Federation, which can be really used to dismantle the disaster earthquakes. This technology is based on the usage of Magnetohydrodynamic (MHD) Generators (MHDG) [4], according to the Russian patent RU 2431158 submitted on April 22nd, 2010 "Method of removing elastic stress in Earth's crust to prevent catastrophic earthquakes" [2] which was approved by the Russian Federal Service of Intellectual Property, Patents and Trademarks and on October 10th, 2011. This patent is based on the preceding scientific work "Spatial-temporal structure of seismicity of the North Tien Shan and its change under effect of high energy electromagnetic pulses" of the same authors [10]. Thereafter, this patent claims the proven methodological approach of the MHDG usage for earthquake prevention. In other words, the correct usage of MHDG can significantly decrease the probability of the catastrophic earthquakes in any area of application. Hence, this technology has the significant interest for the countries with high seismological activities, like the Philippines, and this technology is capable to provide the dramatic economically positive effect on the overall development of the country.

Because the patent was filed only in the Russian Federation in 2010 and there are no known proven facts of this patent applications in the other countries it means that this technology can be easily adopted in the Philippines without any legal issues.

Therefore, this project is intended to assess the probability of MHDG technology assimilation, adoption (as the leapfrog [11]) and application for the disaster earthquake prevention in the  Republic of the Philippines as well as to estimate its capability issues for the future applications of this technology according to the technology forecasting methodologies. Nevertheless, the assimilation and application of MHDG technology already seems to be useful at least for the Republic of the Philippines.
