Executive Summary
Health is a basic human right. As stated by Dr. Tedros Adhanom Ghebreyesus of World Health Organization (WHO), "everyone should have access to the health services they need, when and where they need them, without suffering financial hardship".
The focus of this study was to identify the factors affecting healthcare in the Philippines and to find gaps which technology such as robotic process automation (RPA) could support. Aside from research, this study analyzed interviews of health professionals and an innovator. They shared their experience and provided valuable insights on how technology could further improve healthcare.
Based on extensive research, healthcare is affected by different factors such as geography, socio-demographic, economic, education, political, private sectors, health infrastructures, current technologies and natural hazards.
The Philippine government has initiated on improving healthcare by enacting laws and improving public healthcare coverage. However, factors such as maldistribution of facilities, lack of health professionals and resources have resulted to inequity in health status and access to services.
This study used scenario planning to shed light on the adoption of Robotic Process Automation (RPA) in the Philippine healthcare system by 2026. Scenario planning is one of the diverse techniques in technology foresight and is used by taking an imaginative leap forward and making a rational plan backward. There are ten (10) steps in scenario building that will be used to generate the resulting scenarios and these are : stage 1 - identification of focal issue; stage 2 - environmental scanning; stage 3 - identification of key predictive variables; stage 4 - identification of critical uncertainties; stage 5 - clustering of variables; stage 6 - ranking of variables; stage 7 - creation of scenario logics; stage 8 - scenario development; stage 9 - assessment of scenario coherence and; stage 10 - assessment of the implications of scenarios for strategic planning.
Three scenarios were generated and presented as a result of the scenario planning. These scenarios showed that RPA could support healthcare by filling in the gaps of the current healthcare system.
